We are pleased to provide an update on Trust matters.

2025 Election

As owners will be aware the first 2025 Hapū endorsed election of Directors was held in July and nominations were invited for the three positions available. As it turned out only one nomination was received for each position and accordingly the positions were filled without the need for an owner voting process. The successful candidates appointed for 5-year terms are:

Malcolm Short – endorsed by Ngāti Rangiteaorere

Uenuku Fairhall – endorsed by Ngāti Rangiwewehi

Tarewa Rota – endorsed by Ngāti Uenukukōpako

They join the other Directors being:

Georgina Whata (appointed 2022)

Geoff Rice (appointed 2022)

Matire Duncan (appointed 2024)

Ngahihi Bidois (appointed 2024)

Long serving Trustee and Director Emire Rota-Bidois who was appointed in 1990 did not seek re-election. We have passed on appreciation to Emire for her commitment over such a long period of time and the valuable contribution she has made.

The next Rotational election of two Directors (Georgina Whata and Geoffrey Rice elected in 2022) will be held in 2027.

Project Update

In line with the 2022 owners’ resolution, we are continuing negotiations with the Tauranga City Council towards a compensation agreement for use of the Trust land for the Infrastructure Corridors and Active Reserve. These negotiations are complex, and we are not yet in a position to report back to owners on any commercial terms. However, rest assured that we are making progress and doing our best to ensure that the best interests of Tumu Kaituna 14 owners are protected.

The Te Tumu development area, covering some 760ha, is the largest single site potential development in the country. Its scale and complexity necessitate the involvement of many parties including landowners, Councils and Government. There are many workstreams underway to manage all the different components and these include:

  • Stakeholder Communication and Engagement
  • Iwi and Māori Landowner engagement
  • Technical reports for assessment and solutions for
  • Landscape
  • Tsunami
  • Coastal Erosion and Inundation
  • Geotech/Liquefaction
  • Economics
  • Integrated Transport
  • Water and wastewater
  • Stormwater
  • Structure plan for Urban design and feasibility
  • Plan Change preparation and review of pathways

There are legislative changes in train for reform of the Resource Management Act with an interim freeze on any new plan changes pending the new legislation. There are also “city deal” negotiations under way with Government that include the Tauranga area.

If the Tauranga city deal is accepted that will unlock opportunities for te Tumu to proceed with the resources needed to develop infrastructure needed to support development of housing and commercial developments.

We expect to get clarity on many of these issues in the next few months.

Educational Scholarships

Your directors have decided it is time to invest in our people by encouraging owners to gain Tertiary qualifications for undergraduate or post graduate tertiary qualifications. We are setting aside $20,000 putea per year to be allocated to students on application in their final year of study at the directors’ discretion.

Applications will be invited in February each year closing in April and information on the application process and eligibility will be available on the Trust Website in January 2026. Students applying must be owners or descendants of owners in Tumu Kaituna 14 Trust.

2025 Owners Hui

The next owner’s hui is set down for Saturday 14th March 2026 at Tamatekapua. Meeting notices will be issued nearer the day, and we will provide a comprehensive update on the latest developments.

As always owners can view historical information and latest updates on the Trust website www.tumukaituna14.org.nz  and provide feedback through the Contacts page.

Nō reira, koina ā mātou kōrero mō tēnei wā, hei āta wetewete, hei āta whakaaroaro mā koutou, otirā, mā tātou katoa!

Ka makere iho te marama ki te one i Te Tumu … oi kau ana te tai!

Ka nui ngā mihi ki a koutou katoa,

Malcolm T Short, ONZM
